Add ability to mention people in the comments

To improve communication within assignments, comments in activities or Messenger, we want to add the ability to mention people in the comments module:

• Ensures relevant team members are notified promptly.

• Enhances collaboration by involving the right people in discussions.

• Improves clarity and accountability in communication.

Goal:

To improve teamwork and communication efficiency by enabling mentions in comments.
